1. Two Tour Types โ€“ Two Different Realities

  • Requires private transport โ€“ public transit isnโ€™t practical.
  • Involves longer distances but no complex logistics.
  • The Drivers we hire are highly familiar with the areas they cover and regularly offer informative, engaging experiences โ€” essentially acting as guides.
  • Note: hiring both drivers and guides is of course possible, but your ticket price increases.


2.  Understanding the Licensing Landscape in Japan

Until 2024, Japan had strict regulations that created a clear divide: a licensed tour guide could not also serve as a licensed driver, and vice versa. However, recent regulatory changes have eased this restriction, allowing more flexibility in guide-driver roles.


The official tour guide license in Japan is difficult to obtain. It is a rigorous, Japanese-language certification process that typically takes several years to complete. As a result, very few non-Japanese guides possess this license, even though they make up the majority of the active guide workforce in Japan. This is largely due to a shortage of native Japanese speakers with the necessary English proficiency.


While licensed drivers are permitted to transport tourists, they are not allowed to provide official guiding commentary. Only those with the official guide license may do so. Individuals who hold both licenses โ€” guide and driver โ€” are exceptionally rare.


That said, non-licensed guides (including most non-Japanese guides) are legally allowed to conduct general walking tours or sightseeing activities, as long as they do not claim to be officially licensed guides. They operate within the law by offering cultural insights, navigation, and general information without presenting themselves as certified government tour guides.
